When You Need a Licensed Electrician or Plumber in Ohio, and When You Don't
Ohio's state licence for electrical and plumbing contractors covers commercial construction, not houses. For a house, your county, city or village building department sets the permit rules. In Geauga County, replacing an outlet, a light fixture or a plumbing fixture in the same place needs no permit, while new wiring, panels, meter bases, generators and remodeling that involves electrical or plumbing work do. Rules checked October 2026. Building codes change, so confirm with your local building department before work that changes wiring or plumbing.
Do I need a licensed electrician to replace an outlet in Ohio?
Usually not for a like-for-like swap. Ohio licenses electrical, plumbing, heating and air-conditioning, refrigeration and hydronics contractors, but the law defines the projects those licences cover so that residential buildings are left out. (source) The state licensing board puts it plainly: residential contractors are not required to be licensed in Ohio. (source)
That does not mean anything goes. Geauga County's building department lists replacing receptacles and light fixtures as work that needs no permit, but new wiring needs one. (source) Counties may also license electrical contractors who do not hold a state licence, and cities and villages may license specialty contractors of their own. (source) So adding an outlet, moving one or changing a circuit is a question for your local building department.

What about towns in Cuyahoga, Lake and Summit counties?
Check with your city or village building department. Chagrin Falls, Gates Mills, Moreland Hills, Hunting Valley, Solon, Kirtland, Hudson and the other towns we serve outside Geauga set their own permit and contractor-registration rules, and we have not seen a single rule that covers them all. Ask before any job that adds or moves wiring, outlets, pipes or drains.
Do I need a licensed plumber to replace a faucet or a toilet?
In Geauga County, replacing a plumbing fixture in the same location needs no permit; remodeling that involves plumbing work does. (source) Outside Geauga, check with your city or village building department, because the agency that handles residential plumbing permits differs from place to place.
Who can call themselves a licensed electrician or plumber in Ohio?
Only someone who holds the state licence. Ohio Revised Code 4740.13 says no person may act as or claim to be a type of contractor the chapter licenses (electrical, plumbing, heating and air conditioning, refrigeration or hydronics) unless they hold that licence. (source) Ohio has no state licence for residential contractors, so a handyman or general contractor working on houses may be registered locally but cannot call themselves a licensed electrician or plumber without the state licence. What the county tells homeowners to check before hiring
Geauga County's building department gives homeowners a short checklist. (source)
- Pick a contractor that is state licensed and registered with the County, and has insurance.
- Ask whether the work will require a permit.
- Be wary of a contractor who asks you to get the building permits yourself.
- Have a written contract whatever the job costs, covering the work, materials, payment schedule and clean-up.
